At least 30% of the total construction labor hours must be performed by Local Residents, with an additional 10% allocated to Targeted Workers, who are individuals facing barriers to employment. A minimum ratio of one apprentice hour for every five journeyman hours will be enforced on the project. Contractors are encouraged to allocate at least 50% of apprentice hours to Local and Targeted Workers. This provides valuable opportunities for apprentices to gain experience on a significant construction project.
